The objective of this Project is to enable the Albanian National Agency of Energy (NAE) to take decisions regarding potential pilot projects within DH & CHP and to develop a feasibility study for a potential pilot project in Tirana - Albania. The second objective is capacity building that means enabling NAE to independently undertake similar projects in the future. "Energy Efficiency Planning in Albanian Municipalities - Capacity Building" - Phase 2

Project financed by Norwegian Ministry of Foreign Affairs/Energy Saving International AS (ENSI).

 

The Norwegian Government is supporting an Energy Efficiency Capacity Building Programme in Albania, and one component of this programme is dedicated to support Awareness Raising and Capacity Building in the Municipal Sector.  This Project aims at contributing to increased awareness about Energy Efficiency possibilities in the Municipal Sector, and to increased knowledge and skills on how to prepare Municipal Energy Efficiency Plans.  Main activities under this Project are:

·   Organization of an Information Seminar on the results from the first year of ENSI activities in Albania, energy efficiency experience from other countries in the region and presentation of the upcoming programme for Albanian municipalities. Interested municipalities will be invited to submit some key figures about their municipality after the seminar.

·   Selection of 6-8 municipalities. 2-3 representatives from each municipality will participate at the workshops.

·   Organization of three Workshops (1,5-2 days each) for the participating municipalities, presenting the following main topics:

 -  Opportunities and barriers for Energy Efficiency (EE) in Albanian Municipalities (including legal framework).

 -  EE measures in Buildings, Street Lighting, Water Utilities, etc.

 -  Utilization of Renewable Energy Sources.

 -  Operation, Maintenance and Management of Municipal Facilities.

 -  Project Financing and Business Planning.

"Workshop for Albanian Business Managers on Energy Efficiency"

Project financed by BAS Program of the European Bank for Reconstruction and Development (EBRD).

 

The BAS Programme supports economic transition, by both achieving enterprise change in potentially viable micro, small and medium enterprises (the “MSMEs”) and developing sustainable infrastructures of business advisory services in the EBRD countries of operation.  This Workshop aims at the promotion of the efficient use of energy and energy conservation in Albanian industry, service sector, food industry and other types of businesses.  Main objectives of the Workshop include the following:

·   Provide participants from different enterprises with a general background and information about the importance of energy efficiency.  They will become familiar with experience from other enterprises that have benefited from better energy management.

·   Provide knowledge and assistance to the enterprises on the techniques used to reduce their energy costs by using existing technology and management methods.

·   Enable the enterprises to make better use of their budgets and become more competitive in the market.  In many cases, this will make a significant contribution to the chances of survival of high energy consuming enterprises.

"Municipal Energy Efficiency Planning (MEEP) Program"

Project financed by USAID Office in Tirana / Local Governance Program in Albania (LGPA), ARD, Inc.

 

Under the LGPA, ARD, Inc. is administering a grant program targeting nongovernmental organizations (NGOs) and associations, to fund activities that assist grantees to overcome constraints to achieving project objectives at the municipal level and act as seed money for setting up business improvement districts, business incubators, or similar economic development activity. The MEEP program implemented by ENSI - Norway introduces principles of Municipal Energy Efficiency Planning and Capacity Building to municipal staff members. It is comprised of 3 Training Sessions and of intensive home assignments for the participants after each session. Main activities under this Project are:

·   Assistance with Homework - EEC will support 4 Municipalities participating in the ENSI's MEEP program during the training process, mainly by assisting with their homework assignments.

·   Concept Paper - EEC will assist 4 Municipalities with reviewing and finalizing their MEEP Concept Paper and with the presentation to the Municipal Council.

·   Pilot Energy Surveys & Audits - In order to quantify energy saving potential and to demonstrate the energy survey & audit process, 2 Pilot Energy Surveys & Audits will be implemented by EEC in two cities selected in coordination with LGPA for 2 buildings.

"Alliance for Energy Efficiency and Renewables"

Project financed by USAID Office in Washington / International Resources Group (IRG).

 

The IRG Team is implementing a 3-year project for USAID entitled Regional Energy Security and Market Development.  The scope of IRG efforts includes South East Europe and the observer countries of Ukraine, Moldova and Georgia.  The project comprises 5 main tasks, with overlapping and complementary activities.  Under Task 4: Regional Energy Efficiency Action, the main activities under this Project are:

Project financed in the framework of South East Europe Transnational Cooperation Programme (SEE).

 

In South East Europe the introduction of innovative processes characterized by the transfer, experimentation and consolidation of know-how related to the use and production of energy following a good planning and employing the appropriate management methods is a way to improve the energy balance.  The aim of the ENER-SUPPLY project is to assist the local territories towards this direction through the enhanced use of renewable energy sources (RES) and the implementation of Energy Efficiency (EE) measures. This aim will be achieved by:

·   Transfer of legal and technical knowledge from the experienced partners from EU MSs to the local level of the target SEE countries, through the implementation of a “train of the trainers” course and 9 training courses addressed to Local Institutions.

·   Experimentation of good practices in the management of the energy resources (by public and private organizations) inside the existing economic systems through introducing the concept of Energy Managements Systems (EMS) and testing and evaluate the implementation of an EMS in 9 local territories.

·   Development of the territories by setting a chart of the opportunities for EE and RES investments:

 -  RES Potential Maps and EE/RES feasibility studies will be developed.

 -  Potential financial resources will be defined.

 -  The final results will be promoted to potential investors.

 

The project will be accompanied by information campaigns directed to the key target groups in each territory and with a wide dissemination action to give prominence to the results in order to support the transferability.  The Partners (Pts) are organizations with long experience in energy (EE and/or RES) and with complementary skills.

"Co-Financing Scheme for Implementing Solar Thermal Water Systems in Residential Buildings in Albanian Municipalities"

Project co-financed by Hellenic AID / Centre for Renewable Energy Sources (CRES) and Albanian Municipalities.

 

Within the framework of the Hellenic Aid/USAID SYNENERGY project, the Centre for Renewable Energy Sources (CRES) aims at implementing pilot projects to 4-5 participating municipalities in Albania.  On the basis of that, the objective is to create a Co-financing Scheme for promoting the use of solar thermal systems for heating water in the municipal buildings of Albania.  This co-financing scheme will be targeted to ease the financial burden of the end-users in purchasing and installing such solar systems.  Further, this will positively impact their energy bills and strengthen the proliferation of solar thermal systems to the wider public.  Albania-EU Energy Efficiency Center (EEC) will be responsible for supporting a municipality or several municipalities in which the co-financing scheme will be implemented.  In addition, the role of EEC will be to:

·   Evaluate in collaboration with CRES the applications and inform the successful applicants of the conditions and procedures for claiming the co-financing.

·   Monitor and encourage the respond of the suppliers to install the systems.

·   Check the performance of the solar water heating systems after their installation.

·   Evaluate the energy saving from the solar water heating installations.

·   Assist municipality in solving procedural and organizational problems.

"Energy Efficiency Planning in Albanian Municipalities - Capacity Building" - Phase 3

Project financed by Norwegian Ministry of Foreign Affairs/Energy Saving International AS (ENSI).

 

The Norwegian Ministry of Foreign Affairs commissioned ENSI - Energy Saving International to implement the programme on “Energy Auditing of Albanian Buildings - Capacity Building, Methods and Tools”.  Phase 1 and Phase 2 have been completed and funding has been provided for implementation of Phase 3 - continuation of Municipal Energy Efficiency Planning in Albania.  The Municipal Energy Efficiency Planning (MEEP) Program is designed to be implemented in two Stages.  The MEEP Program is aiming to increase the awareness about energy efficiency possibilities in the municipal sector, as well as to increase the knowledge and skills on how to prepare Municipal Energy Efficiency Plans.  The Stage 2 of MEEP Program will include the following main activities:

·   Organizing of three Training Sessions (1,5-2 days each) for the 5 participating municipalities.

·   Preparing and translating the updated MEEP Manual.

·   Preparing Guidelines for Energy Efficiency in new Albanian buildings;

·   Support of Municipal Specialists in preparing MEEP.

·   Development of two Energy Audits in two different cities.  EEC will develop the energy audits according to the methodology for which training and tools were provided by ENSI.

·   Support of Municipal Specialists in presenting MEEP to their City Councils.
